OAKLAND TOGETHER COMMUNITY RESPONSE AND RECOVERY FUND
In response to COVID-19, the Oakland County Executive and Board of Commissioners have established the Oakland Together Community Response and Recovery Fund (CRRF) to provide support to individuals and families negatively impacted by the pandemic. The fund will also provide support for community nonprofit organizations that need assistance to safely re-open their organizations under new protocols established by the Centers for Disease Control, the State of Michigan and the Oakland County Health Division.
Through this fund, the Oakland County Executive and Board of Commissioners have made $10 million available to nonprofits in the health and social services sectors, serving residents of Oakland County through a competitive grant award process administered by United Way for Southeastern Michigan.

Spending period: March 27 – December 30, 2020. Extensions, including no-cost extensions, will not be considered for this grant program due to strict federal spending period requirements.
HOW TO APPLY
Compliance Requirements and Funding Priorities
Funds through this award are being made available to help nonprofit organizations impacted by the COVID-19 pandemic and to ensure operational continuity and expansion to meet growing demand for support services throughout the county. Highest order prioritization will be placed on ensuring that supports for basic needs such as food, housing, health care (including both physical and behavioral) and financial assistance are available for Oakland County residents.
Compliance requirements include:
- All funds received under this grant must be spent within the spending period of March 27 – Dec. 30, 2020. No extensions to the spending period will be granted.
- Organizations must have specific COVID-19 related expenses, and grant funds must be used for such expenses.
- Grant award funds shall not be used for any damages that are covered by insurance.
- Organizations may have not received federal, state, county, foundation or philanthropic support, including reimbursements, sufficient to continue providing service in the community. There should be no duplicative funding for the same services provided.
- Grant award recipients shall be required to provide two reports — one at the grant mid-point and one after the end of the grant period as laid out in the grant timeline below.
- Funds received through this grant must be spent on programs or services in Oakland County and/or to support Oakland County residents.
Additional priorities include:
- Organizations that have been and will continue to be on the frontlines of emergency assistance during the pandemic.
- Organizations that address critical needs in the community and/or serve a vulnerable population.
- Organizations that have a long-standing track record in the community.
- Organizations that have programming which provides economic and health support to individuals or families suffering from employment or business interruptions due to COVID-19 related business closures. This direct assistance may include, but is not limited to, health and behavioral health services, food support, housing and utilities, prescriptions, rent, understanding public health orders and COVID-19 safety protocols and financial counseling
ELIGIBILITY AND AWARD TYPES
Applicants must meet the following basic eligibility criteria:
- The applicant must be a 501(c)(3) non-profit organization, in good standing with both the State of Michigan and the Internal Revenue Service.
- The applicant must be based in Oakland County or providing service to Oakland County residents.
Prior to applying, applicants should review the award types and scoring rubric below and choose the award type and funding amount that best fits the organization’s needs and capacity within the award and spending timeframe. There is no mechanism for negotiating alternate award amounts after an application is submitted.
Funds are available for three different types of awards and funding ranges:
Award Type 1: Operational Grant
Funding Range: Up to $50,000
Award Description: Operational grants of up to $50,000 may be awarded to nonprofit organizations that meet basic eligibility criteria, have been impacted by the COVID-19 pandemic, and that are seeking funds to maintain existing operations despite the COVID-19 pandemic.
Award Type 2: Enhanced Operational Grant
Funding Range: Up to $100,000
Award Description: Enhanced operational grants of up to $100,000 may be awarded to nonprofit organizations that meet basic eligibility criteria, have been impacted by the COVID-19 pandemic, and that are seeking funds to maintain and expand operations to meet growing demand during the COVID-19 pandemic.
Award Type 3: Community Grant
Funding Range: Up to $500,000
Award Description: Community grants of up to $500,000 may be awarded to nonprofit organizations that meet basic eligibility criteria, have been impacted by the COVID-19 pandemic, have an annual operating budget of at least $5,000,000, recorded in the most recently approved organizational budget, have a large service footprint that reaches clients throughout Oakland County, are providing services to an expanded population to respond to COVID-19, and can demonstrate the ability to deploy the larger amount of funds requested within the spending period.
